Q: Could someone please give the height from the floor to the roller that holds the tissue?

It is 16.5 inches to the bottom of the roll, but without a roll the bare holder is 17.5 inches. I can get about 3 rolls under the roll in the space to hold spare rolls (so long they are not the giant size rolls ) I love mine !

Yes, it is fully assembled. I love that it holds the two extra rolls too.

Q: Mine arrived today, but it is just the metal stand. The roll holder pictured was not included. Is that usual?

My stand came with the top roll on a wooden roller. If yours did not come with one you should return it
